{"id":1607,"date":"2019-06-18T14:02:03","date_gmt":"2019-06-18T14:02:03","guid":{"rendered":"https:\/\/bbe-toolbox.eu\/?post_type=glossary_item&#038;p=1607"},"modified":"2019-06-18T14:02:03","modified_gmt":"2019-06-18T14:02:03","slug":"educational-framework-croatia","status":"publish","type":"glossary_item","link":"https:\/\/bbe-toolbox.eu\/glossary\/educational-framework-croatia\/","title":{"rendered":"Educational Framework Croatia"},"content":{"rendered":"\n<p>Key elements of the education policy relevant to\nthe implementation and sustainability of BBE project are actors, structure\n(institutions) and policy tools which can be used in implementation of BBE or\nother adult education programmes and projects.<\/p>\n\n\n\n<p>Overall Croatian context is characterised by\nbroad reform process in elementary and secondary education. Most of Ministry of\nEducation efforts are focused just on school reform, which includes new\ncurricula and the process of radical digitalisation of elementary school\neducation. Adult education is a neglected part of education system and is left\nbehind in recent policy process.<\/p>\n\n\n\n<p>Key actors in adult education system are\nministries and agencies on national level. At the moment the Ministry of Labour\nis more influential than the Ministry of Science and Education. The reason for\nthis is linking adult education with labour market. National Agency for VET and\nadult education is in transformation and in the process of merging with other\neducational agencies (it is part of the process of de-agencification).\nTraditional providers of adult education programmes are public open\nuniversities (on municipal level), VET schools and NGOs. While open\nuniversities and schools deal with continuing VET (formal education), NGOs are\nfocused on liberal education and non-formal education. In Croatia there is very\nlow general participation of adults in lifelong learning (less than 3%) and\nvery low participation of less educated people and people with low level of\nbasic skills. Third age universities (education of people of third age) are\nactive only in Zagreb, Rijeka, and Umag. Other programmes for learning in later\nlife are organised in libraries, NGOs and local communities, but they don\u2019t\nhave education programmes as well structured as the programmes prepared at\nthird age universities.<\/p>\n\n\n\n<p>Legal framework for adult education is still in\nchange. The Adult education act has been in preparation for three years and\nthis year it should be passed. This legal framework will be mostly focused on\nformal adult education, while non-formal education and liberal art education have\nmore open space for autonomy and providing programmes which are not accredited\nby public authorities. In the next few months, new curricula for improvement of\nbasic literacy, numeracy and ICT skills of adults (as embedded part of VET\ntrainings) will be finished. In the working process is also development of new\ncurricula for adult basic education which should be renewed and more flexible. Most\nof these processes in adult education are postponed because for the Ministry\nadult education is not a priority as school education.<\/p>\n\n\n\n<p>The most important tools for changes in adult\neducation are EU funds (mostly European social fund), and without this support it\nwill be very difficult to implement our ideas about adult civic education,\nlearning about European identities and values. Most people from disadvantaged\ngroups participate in adult education by participating in ESF projects.\nErasmus+ is also such type of support. Another tool are public campaigns. \u201cLifelong\nlearning week\u201d is an opportunity for dissemination and presentation of ideas\nabout adult education.&nbsp; <\/p>\n\n\n\n<p>In this institutional framework adult education institutions try to improve their activities on the educational market, ensure organisational and financial sustainability and stability and respond to the needs and demands of adult citizens.
